Our initial investment in 2004 was an advanced reflector-less theodolite. We have continued to invest in technology that gives us the ability to perform field and office work with efficiencies never seen in the past. In early 2008 we purchased a new set of Trimble GNSS (the new name for GPS) receivers. This expanded our operational ability and allowed us to work more efficiently than ever before. Productivity gains of up to 70% on outdated methodologies are possible with the equipment we are utilising. In March 2009, in collaboration with GeoSystems and Trimble, we established a state-of-the-art GNSS base station in Hastings – called iBase. The base station later formed part of a nationwide network of high-accuracy global navigation satellite stations. The base station mounted on the roof of our office building in the middle of Hastings transmits corrections via the internet that are picked up by mobile phone. These corrections are then utilised by our GNSS receivers to provide us with centimetre accuracies wherever we have mobile phone coverage. Basically, anywhere on the Heretaunga Plains and surrounding areas we can jump out of the van and begin our job without spending time figuring out precisely (in survey terms) where we are. The iBase system has made our work faster and more efficient. The data is also available to other independent users under licence. These surveys may involve farm restructuring, such as selling land to a neighbour, or splitting a large farm into smaller units. Rural surveys can also involve creating “lifestyle” sites, which are isolated sections capable of containing a residential dwelling, but located in the rural environment. The most complex rural subdivisions are known as “Farm Parks”, where multiple lifestyle sites are created within a carefully designed layout. Further subdivision of the balance area is prohibited. Every District Plan treats rural land differently, and allow varying amounts of subdivision depending on the particular issues in the locality. These issues might relate to high levels of erosion or instability, significant landscapes or particularly fertile soils. Every subdivision is unique, but the most common considerations for rural subdivisions relate to providing access, confirming stable building platforms, mitigating adverse effects, and demonstrating that the on-going management of balance farm areas will not be affected. We have been involved in many projects in Hawke’s Bay ranging from 2 to around 200 lots. Please refer to our projects list for details of some of the higher profile examples. Residential, Industrial, Commercial and Coastal subdivisions are all classed as “Urban”. Normally such subdivisions take place on land zoned for these purposes and the subdivision and development processes are relatively straightforward, focusing on providing appropriately shaped lots along with access and services to Councils standards. Generally the larger or more intensive the subdivision, the more complex the subdivision consenting and development processes will be. However the need to apply attention to detail and to work closely with our clients and all other parties involved is common to all subdivision work – if the potential of any particular parcel of land is to be optimised. What is the cost of... --- Cross Leasing (or Flathold) is a system of subdivision which was developed largely to short-circuit planning rules and to avoid reserves contributions. Hugely popular around the 1980’s, cross lease subdivision has now lost favour and is widely considered an inferior form of title. A cross lease title normally comprises two forms of ownership, an undivided share of the fee simple interest of the underlying land parcel and a long term lease (including areas of exclusive use) over the land occupied by the “flat”. This is technical jargon and can be more simply described as a “Composite Title”. This type of ownership is considered inferior for a number of reasons including:Cross lease creates a relationship in tenure (ownership) between the co-owners. Building additions typically require the approval of co-owners and an amending cross lease survey. There is no standard approach to cross leasing. This means there has been variation in the way sites are divided and can lead to difficulty in understanding the ownership, which can in turn compromise marketability. Maintenance of shared property e. g. access and services, is often not provided for in the cross lease arrangements. This can create real issues where co-owners disagree over the cost sharing or need for maintenance. Today there is no reason for new subdivision to be undertaken under the cross lease system and we will not undertake new cross lease subdivisions. However, we frequently undertake amending cross lease surveys (cross lease amendments) to ensure new structures or building additions are reflected on... --- A concept relatively new to New Zealand, Eco-Subdivision consists of a variety of concepts and techniques that promote developments to achieve minimal adverse environmental impacts. The use of materials available on site, minimal impermeable surfaces, the use of swales and wetlands for storm water management and filtering, sites oriented for high solar access, extensive plantings for wildlife habitat and food gathering, are all concepts utilised in these types of developments. Some examples of this type of subdivision revolve around community participation in day to day life and operation of the development itself. Some of the above concepts along with recently rediscovered urban design principles, such as pedestrian connectivity, better use of green space, higher density housing, and better accommodation of cycling and walking routes within new development areas, are being incorporated into modern subdivisions in order to try and create “healthy” places for people to live, work and play. The use of these principles can produce developments with high appeal due to their appearance and “liveability”. The “built” form of eco-subdivisions usually utilises materials sympathetic with the surrounds and have a low environmental impact. Quest Hotel, Napier The redevelopment of an historic building in Dickens Street, Napier by the K2 Investment Group Ltd involved a partial demolition and rebuild as well as extensive new building works. The end result is a 47 room visitor’s accommodation facility operated by the Quest Chain. The underlying parcel has been subdivided under the Unit Titles Act to provide investor sized parcels (each subject to a lease) to broaden the potential market. Our input included advice as to layout issues, analysis of the relevant planning provisions, preparation and submission of the subdivision consent, site survey works and preparation of Unit title plans, arrange for certification of these by the Napier City Council, and extensive investigations into the rating provisions applicable to this development. Hawke’s Bay has more than its share of difficult areas, because most of the survey plans and title records were lost in the fire that followed the earthquake of February 3rd 1931. This can sometimes create uncertainty as to ownership or interests, and it is critical in such cases that an exhaustive search of the land record is carried out. Early in 2008 we investigated various forms of carbon certification. We have a well grounded awareness of environmental issues yet the certification processes appeared expensive and onerous. We concluded that rather than putting significant effort into a paper process we would focus on doing things that will actually make a difference. Perhaps the greatest “environmental savings” we achieve result from good design: Quality subdivision / urban design leads to layouts which encourage walking and cycling (connectivity), make best use of land and carefully considers efficiency of layout and servicing. Quality streets and reserves add value for our clients. We aim for multiple use of public land e. g. Parks can be parks, and linkages, and stormwater detention areas, and add amenity and openness through plantings. Papatuanuku stirred from her melancholy as she felt the roots of her cloak being restored”. Surveying the Bay feel fortunate to have been involved in a number of development projects which include a revegetation or restoration component. Improved aesthetics and amenity, integration of development into the landscape, carbon storage and restoration of natural habitats are all “feel good factors” which come with native bush. Native revegetation is adding significant value to many developments we are involved with, particularly Farm Park and Rural Residential projects. Erosion, gravel and silt choked waterways, loss of topsoil, increased water runoff and loss of bird and insect life are all signs that large parts of Hawkes Bay should have been left in their natural vegetated state. The benefit to the land and the added value for our clients make revegetation consistent with the Best Practice approach of our company. We have been actively researching and implementing the propagation of native trees since 2005 but had difficulty finding easy to follow guidelines. In 2008 we produced a simple summary of our work to assist others with the small-scale propagation of a number of native tree species. We are not experts in this field and this is not an income stream for us. Many of our trees are gifted to community projects or to developments we are involved in, others we plant at our homes. We see this development as an appropriate and well designed subdivision that enables residents to enjoy a rural residential lifestyle. Set on 34 hectares of rural land, Martinborough Estate has been designed to provide a park like setting which is in keeping with the rural character of the Martinborough landscape. Covenants on all sections ensure that the quality of houses, landscaping and living environment is protected for all residents without being overly restrictive in terms of architectural style. The covenants have resulted in a varied built form which provides diversity and an element of uniqueness to each individual site. The restriction of the building platform to specific areas of the sites, soft fencing covenants along with open space covenants which must be kept in mown grass or planted woodlands all add to a feeling of openness yet allow individual dwellings to retain their privacy. STB Involvement - Resource Management, Surveying --- Situated on Waimarama Road facing west and north across and down the Tukituki valley this development consists of 15 lifestyle sites nestled into the landscape on the east side of the Tukituki river. Surveying The Bay has been involved in this project from the first design walkovers through to the titling of the initial stages. Our input has included subdivision design, resource consent preparation, coordination of all consultants including geotechnical engineers, traffic engineers, civil engineering, landscape architect, earthworks and roading design supervision, council liaison, appearance at the Council hearing on the consent application and land transfer and engineering survey works. The development has been designed utilising design principles to ensure that the cuts and fills required to form roading and building platforms have minimal impact on the special landscape qualities of the Tukituki Valley. The first stages have delivered stunning sites with views across the valley to Te Mata Peak and down the river out to Napier. Extensive plantings are also being undertaken around much of the site and it will be a pleasure to watch this development mature over the next five to ten years when plantings will become well established. This is located in the popular Arataki area which has expanded considerably in recent times. The Brookvale Rd subdivision is about sixty residential sites on a gently sloping site with good northerly aspects. It is a high quality development located in a popular neighbourhood of Havelock North.
